Huggins of Jackson Miss., mentioning difficulties under which he labors on account of his conflict with the intemperate and conservative element in the Bureau in Miss. Testifies that Lt. Huggins is an honorable, truthful, christian gentleman; proved himself such during the war, and his word is entirely reliable, etc, etc. Requests the return of the enclosed letter of Lt. Huggins.
