General,
In reply to your letter of March 28th, asking the process pursued by this office in defending the "legal rights of refugees & freedmen in cases of assault &c", I have the honor to state that complaints of the above nature, are first investigated by the Agent in charge of "Complaints Division", in order to ascertain their truthfulness. If the statements made are correct the case is then brought before the civil authorities through Mr. Stockbridge Bu. Solicitor. In illustration I respectfully refer you to following case taken from "Complaint book". 

Parmelia Rebecca: 
No. 62 Davis St. 
Complains March 10th. 68 - that Constable Moore collected $28,00 (being amt of debt due her). and only paid her $5,00. retaining the balance without authority 

Action: March 10.= Case referred to Mr. Stockbridge, for immediate action, who recommended that Moore's sureties be held.
March 13th, = Brought suit before Mr. Murray J.P. to be heard on the 19th of March,
