Respectfully returned to Hd Qrs. Bu &c. Washington D.C. Upon consultation with Mr. Stockbridge Bu. Solicitor, it appears that in order to procure the pardon of within named man, a petition to that effect must first be obtained from the complainant referred to in preceding endorsement of April 6th 1868.

As Bladensburg is within the jurisdiction of Asst. Commr. Dist of Columbia, this paper is returned for such action as he deems advisable, in preference to sending it direct to the officer stationed at that place.
