Bill- to establish a House of Refuge for colored people.

[[left margin]] New School Bill [[/left margin]]  The new school bill passed this session of the Legislation (to which fuller allusion will be made in the portion of Report referring to Schools) authorizes the amount received from tax on the property of negroes, to be appropriated for the benefit of Colored Schools. The pecuniary aid arrising from above may not amount to much, but the recognition by the State Legislature of the necessity for educating the col'd race, as implied by said actions is very encouraging; and gratifying to this Bureau, through whose assistance the iniatory steps for securing the blessing of education to the colored people of the State, were taken.

[[left margin]] Transfer of Counties [[/left margin]] During the quarter, the Counties of Washington and Alleghaney were transferred to the jurisdiction of Asst Connor &c, District of Columbia by S.O. No. 7, dated Washington DC Jany. 16th/68- A list of schools for freedmen in the Counties was furnished to the officer to whose jurisdiction they were transferred.

[[left margin]] Deposites of Col'd people in Savings Bank [[/left margin]]  The colored people have deposited during the quarter in the Balto. Branch of the Freedmen Savings Trust Co $58,410.31
