[[left margin]] School Difficulties among Col'd people [[/left margin]] During the quarter there have been difficulties, at one or two points, among the colored people, with reference to the transfer of land for School purposes, precautions to that effect not having been taken been before lumber and materials were furnished.

The disputes are under investigation and if possible will be adjusted.

[[left margin]] History of Normal Schools [[/left margin]] A request having been made from your Hd. Qrs. for a brief history of the Normal Schools, I append the same, as follows,

1st The Normal Schools in Delaware.
Years ago, in the City of Wilmington, Del, members of the Society of Friends and others formed a Society for the education of colored children, styling themselves "The African School Association." They purchased a building and kept two Schools, under colored teachers, a male and female, in operation; On the 27th of December, 1866, through Maj. Gen. Gregory, Judge Bond, and others, the Delaware Association for the Moral Improvement and Education of the Colored People of the State was organized, and on the 9th of January 1867 it commenced effective operations, -
