on the other hand complaints of fraud and violence on the part of employers against the freedmen were innumerable and there was imminent prospect at the beginning of the season that a great number of people must become dependant on the government for support and that it would also be necessary to extend aid in some manner to planters to enable them to carry on their operations for another year. In order however to counteract the prevailing extravagant ideas in regard to the value of labor orders were published directing that all persons who were able to work would be required to procure their own livelihood or place themselves at the disposal of the of the Asst. Commissioner to be furnished with labor on such terms as would at least prevent their becoming a burden to the Government.-
