as exceptional even in the uncivilized section in which it occurred and it is earnestly hoped that the actions taken in the matter will prevent any occurrences of a similar nature in future.-

Considerable attention is being given to the condition of minors who have been apprenticed by the local authorities where the natural guardians are dead, unknown, or too poor to properly provide for them, under the statute the former master having the first claim to guardianship. In all cases where the natural guardian makes claim, and, generally, whenever the interests of the apprentice require, the indentures are annulled and the minor provided for in such manner as will best assure his permanent welfare.-
