Various projects are suggested, all having merit, but failing in some important point.
As yet, not provision has been made for distributing food, but it is becoming painfully apparent that such will be necessary in a very short time.
In view of the complications arising from the prevailing system of laboring for share of crop, several methods have been suggested to simplify matters and to give if possible at the end of the working year some tangible return for the labor performed.
It has been recommended that the Bureau Officers endeavor to make contracts partially payable in land, a plan which could be readily adopted in a country like this where land is so cheap and so may acres lie idle.
Other plans are proposed and advice given to cultivate to a larger extent cerials [[cereals]] instead of cotton.
