There is no authority to advance money to planters, and furnishing supplies, or the promise to do so, will cause much complication, and excite large expectations.
It is therefor thought best to do what can be done in the normal way to prevent extreme suffering

No authority exists to either purchase or draw Subsistence stores for distribution. Issues were discontinued in September last by orders from Bureau Hd. Qrs and no orders have been issued to recommence the same. It is therefore respectfully requested that orders be issued either to purchase corn & meat, or draw the same from the Subsistence Department.
