At the request of many of the Planters in this Section of the State, I beg leave to call your attention to the present condition of affairs.

Owing to the unprecedented freshets of last year, the crops proved almost a total failure, in many cases hardly paying the cost of harvesting.

The Planters had invested all their means in the crop, and the Merchants had made large advances on it, prospectively
