I have the honor to transmit herewith report of Operations of the Bureau in this State during the month of February 1868:

Since last report the issue of rations has been commenced, a movement that seemed to be necessary in some sections.  It is the intention to keep the issue down to as small a point as practicable, and still meet the wants of the very deserving.

Labor seems to be abundant, but the prices paid are not so large as during the past year, but still sufficient to provide for immediate wants.
