undoubtedly more loyalty to the Government among its inhabitants than in either of the States lately in rebellion. The appeals for assistance have been numerous, and are still being received.  I therefore respectfully request that authority be given to adobt a system of advances in this State, similar to the one now existing in South Carolina and other States, feeling assured that it is not only necessary for the present emergency but also for the future welfare of the State.
