On one plantation last week both Plow animals, their all, died of starvation.
 
I know a woman widowed by the war has several children plenty poor land & a mule but not a Bbl corn nor cannot get it.

A negro family man 80 wife 30-odd six small children which they will not put out nor part from and have only about a weeks provision a remainder of what their old Master gave them and he is now advertised to be sold out by the Shff & Marshall

Please advise me what form of evidence you want in such cases.

There is a good deal of improvidence on the part of persons who are always in want. I think the truest charity is to help those who in ordinary seasons will not need any more help
