General:
I have the honor to submit the following report of business and general transactions of the Bureau in this State during the month of March.

The backwardness of the season has prevented the early employment of many who depend upon the opening Spring to supply their urgent necessities: no commencement to any extent has been made in planting and thus many are necessarily idle.

Again, political excitement has had its effect in Keeping back industry.  Anxiety as to the result, eagerness to hear and see all the features of their new status. combined with the manifested as well as implied intimations of revenge on the part of unscrupulous
