General:

I have the honor to report that extreme destitution and suffering is rapidly assuming proportions of great magnitude. Causes heretofore given & which brought out public & private charities twelve months ago, produce the same state of affairs they did then, and some means should be promptly inaugurated to relieve the community in its distress. In addition to those who have been and are still the recipients of charity, another class of applicants are becoming very numerous - those who are endeavoring to raise a crop & whose supplies are about exhausted.
