General,
  I have the honor to make the following report of my recent inspection of Bureau matters in the States of Florida and Texas.
   I reach Jacksonville Florida on the 26th of March, and at once proceeded to my duties in accordance with your instructions contained in Special Order No.
   Col. J.T. Sprague, 7th U.S. Inf'y the Asst. Com'r evinces much interest in the condition and improvement of the freed people.  He is judicious in the administration of the Bureau and conducts it with great economy.  He has but one Commissioned Officer on the Bureau Staff, Lt. A.H. Jackson, who acts as A.A.A.G., Disbursing Officer and A.Q.M.  he is a very industrious and faithful Officer.
   Mr. C.H. Foster has recently been appointed Supt. of Schools to relieve Mr. Chase.
   Dr. Applegate A.A. Surgeon, was in charge of the Hospital at Magnolia Grove, some twenty five miles above Jacksonville on the St. James River.
   But the clerks were employed in the Office of the Asst. Commr.  The Books and records were properly and neatly kept; files and orders and returns complete.  The accounts in the Disbursing Office were correctly stated, and at once show the true balances on hand for each fund.
