made complaint at this office that the planters with whom they had contracted discharged them from their plantations without just cause.

Each case was fully investigated and amicably adjusted by the parties discharged returning to their work, with one exception. The planter in this case preferred to pay a woman who he discharged six dollars per month and rations for the time she had worked, than to take her back.

"There was a large increase in the number of applications for government assistance during the month, but with the limited supplies furnished me, I was only able to supply a fraction of those whose, applications received a favorable consideration.
