the greater part of which plantations being to the Government, and their is not apparent any good reason why their have not been school appropriations made in this District, as well as the Sub District of Beaufort and others, as the people and children here, in point of merit, will compare favorably with those of any rural district in the Bureau District of South Carolina.

The attention of the Major General Asst Comm'r is respectfully invited to the neglect of the schools in the Sub District of Hilton Head; the American Missionary Association, New York, alone having kept up and sustained the schools here, no appropriations of the School Fund of the Bureau, ever as yet having been obtained, through requisitions have been several times made from this office, the last application having been reported against by the Superintending Officer of Schools, under the Bureau for this District as "unnecessary".

Riespectfully invite the attention of the General to the suggestion [[strikethrough]]s[[/strikethrough]] that the Commissine of marriage be sent through this District, who should make it obligatory for all who are living together as husband and wife, to assemble in [[?]] occasions at rome church or elated place, and there in his presence, either by himself, or the pastor of their respective church, receive the Marriage Ceremmy and obligation, with, a certificate.
