based upon practical experience, and a full knowledge of the facts, the Government, can with proper management collect every Dollar that has been advanced. As a business transaction, I would be willing to go under Bonds, and stake every Cent that I am worth upon effecting this result. It cannot be effected however under any man who is not personally familiar with all the facts and circumstances under which these advances were made, and also well acquainted with the men to whom they were made. Otherwise the Government will suffer serious loss, and great discredit will be brought upon the Bureau, and all who are connected with its Administration. Permit me respectfully to observe that the Question as to whether I can legally act as Asst. Comr being the Governor of the State, is one purely between myself and the Constitution of this State, which does not prohibit me from so acting as an Agent of the Bureau. I trust that you will appreciate my anxiety to have the business of the Bureau in this State, speedily settled, and in such a manner, that I shall not be held responsible for damaging results that I could prevent. As soon as the Civil Government is organized and in operation, I can dispense with the Bureau, as such, in this State, retaining only a few Agents to settle up its business.
