Above Martinsburg there are but few negroes, and the interposition of an Agent of the Bureau is seldom required. The work in Maryland is entirely educational. I therefore recommend that this office be closed, that the counties of Jefferson and Berkley, West. Va.- be entrusted to the care of the Agent at Winchester, and the two counties Washington and Allegany in Maryland, be transferred to the Maryland District. This will produce a saving to the Gov't, of a least two thousand dollars a year, and will work no prejudice to the interest and welfare of the freedmen. x x x

I have to report that in May Mr. Brubaker was ordered to proceed to Winchester to investigate some complaints against Capt. McDonald growing out of matters with the teachers at that place. Instead of going to Winchester, he sent for the teachers to come to Harpers Ferry, where he made the investigation, that, though in his report he states that he went to Winchester, and has rendered his account and received the amount of what purported to be his actual expenses for the journey, he in fact did not perform the journey.

I have written to Mr. Brubaker in my end to this matter, and refer to his letter in reply as part of this report.
