Respectfully, returned to the Asst. Commissioner Nickling Miss. With the information that [[?]] No. of the cases refereed to in the petition [[?]] been reported at this Office- Many have been settled and [[?]] men returned to their employment-In nearly all the cases other [[?]] reasons were represented for discharging the men-No. doubt men who signed the pention refereed to have been denied

Men claimed the right to employ whom they please- It is true there is much suffering especially in this City where they congregate and where the supply of [[?]] far exceed the demand-

The murdens mentioned have been commissioned but only one tried by the civil Authorities 

The other cases have been investigated at this office and [[?]] before the Military Authorities

[[?]] the accused have eluded the [[?]] for their [[?]] each instance in one case the accused has been sent for three times
