Dear Sir:

The undersigned, members of the Congressional Delegation from North Carolina hereby state that we have the most implicit confidence in the truthfulness of the statements placed before you by E.L. Mann Esq in relation to the startling demand for food existing among a large portion of the white and colored people of Hyde County North Carolina, and that we earnestly join in the request that you will take such immediate steps as may be in your power to transport corn or other food to that county for purposes of relief.
