have been less than in Hyde & a part of Washington. I know that the destitution existing in the latter counties must be upon the verge of actual & present famine. Reports that have reached me from reliable sources confirm all that is stated in the petition of the citizens of Hyde. It is difficult in this land of plenty, for persons at a distance, to realize the full & sad truth in this case.

I would further state that I have known Mr. E.L. Mann, for many years, both in private life & as a member of the North Carolina Legislature, & I fully endorse him as a man of character & probity, & altogether worthy of confidence & trust.
