I take great pleasure in stating that the bearer E L Mann comes to me highly recommended by the first business men of New Berne N.C. and whatever statement he makes regarding the destitution and suffering of the poor whites and blacks of Hyde County N.C. may be relied upon.

The district mentioned is New Bern, North Carolina. The city being referenced was at one time called Newbern. I think there may have been some confusion which led to the misspelling. There was no standard spelling or dictionary until the late 1800's, hence why many less educated folk spelled phonetically.
