No 157 "I" Street Washington Sept 17th 1868 Genl O.O. Howard Commissioner &c. General, On or about the 3rd inst I communicated (verbally) with Major I.M. Brown in reference to the dishonesty of one of his employees (W.H. Burns, Carpenter) and at the same time furnished him with a list of articles made by said Burns for his own use, and also for the use of others not employed in your office: in consequence of which, I have been made as much a sufferer as the guilty party, Major Brown having closed the Carpenter Shop; not being willing to employ me, unless he also employs the said Burns. As I have never been accused of dishonesty by any one, that I am aware of, I could not condescend to associate with one, who (In my Opinion) deserves to Serve a term in the Penitintiary, in consequence of which, I have been thrown out of employment.
