duty to State, that Major Brown informed me that "he had no fault to find with me."

I have asked of General C.H. Howard and also of Major Brown, for an investigation of the affair, the former stated, that "it was not his duty to investigate the case", and the latter said, that he had "not the time to do so".  If it is not the duty of one of these officers to investigate the matter, I respectfully ask, whose duty is it?

I am fully prepared to prove, all the Statements which I have made to Major Brown.

I understand that the said Burns, has had assurances of his being reinstated on the first of October next, and also, that he shall be paid for the current month, against all of which I solemnly enter my protest, unless the said Burns shall be brought to trial, and his innocence proven, which I am perfectly satisfied can not be done, but, that upon inquiry it will be found, that he has done a large amount of work for himself out of government material, and never paid for doing the same.
