States that the friends of the Freedmen have heard that Genl Rutherford had been ordered from Wilmington. Has declined to take prominent action in the matter, has had excellent opportunities for observing the course pursued by Bureau officials.

Arnold is actively engaged in the political Campaign &c Genl. Rutherford exercises a great influence & has the confidence of both Whites & Blacks, (republicans) Urges his retention at his present place &c.
