I think that Genl Rutherford's retention at this Post, would be a certain guarantee that no trouble could arise during the Fall that could in the least degree reflect upon the colored people - his influence is unbounded.

I write without consultation with others and this can only be regarded as an expression of my personal views.

Nevertheless I bespeak for the colored people of this City whose needs I somewhat understand, such consideration of this matter, as you may find proper to give to it.
