Acknowledges receipt of com'n of the 20th and states that their accounts which had been due for two years and more were forwarded in January and paid in July, that they have transported disabled soldiers on a/c of Asylums and have received no compensation, but B.F. Butler being at the head of the National Asylums accounts for all delay, that the Freedmens Bureau has always been more or less troublesome and he cannot consent to transport any person on a/c of the Bureau unless they can obtain prompt payment &c. &c.
