Respecting the Freedmen's Bureau it has always troubled us more or less as you see in the instance already mentioned and I cannot consent to transport any person on account of the Bureau unless we can obtain prompt payment also. We have several requisitions now on hand for which we are at a loss to know how we shall obtain our pay.

If I was aware who was to blame in this matter you would have heard from me ere this. Under the circumstances therefore I leave you to surmise the negligent person.
