And to the end that nothing shall be made public which will give currency to the impression that the Government designs to make a donation to any class of the people and thereby render it impossible to collect from those who are able to pay. I would suggest that you give me the authority to determine whose claims shall be held over until next year for payment; all of which claims I will report to you as soon as the fact shall be determined of their inability to pay out of the present years crop. I feel confident that my suggestions in this matter are important, as nay other course would be equivalent to surrendering the whole claims as those who are able to pay would only fulfill their obligations at the end of a suit at law, feeling that they were as much entitled to the liberality of the Government as the people on the Seaboard.
