States that a long communication has been received from Dr. E. H. Smith of Richmond Va setting forth the destitution in that City; that the Order to class the Bureau on Jan 1st has [[?]] the Asst. Coms and the Chief Med. Officer; and asks that the Asst Comr communicate his recommendation "for the relief of suffering" to the Commissioner.

Commissioner, inviting attention to the report of the Common Council in the accompanying Copy of the "Richmond Dispatch".! It is hoped that the City authorities will properly provide for the pauper freedmen - if not, the matter will be promptly reported to the Comr. - 
There is nothing alarming in the physical conditions of the Asst. Comr. as quotation from Dr. Smith would seem to indicate. Although the Chief Med Officer has been ill. I believe the physicians attribute it to the liver instead of the nerves. -
