I have the honor to submit the following report of the operations of Bureau affairs for the month of February 1869, viz:

The number of "freedmen" aided by the Bureau during the past month was four hundred and five (405) all inmates of "Howard Grove Hospital," Richmond, Va _

The number of "schools" in this district, during the month was three hundred and three (303) of which number thirty eight (38) were night schools. The number of teachers was three hundred and fifty one (351) of which one hundred and seventy eight were white. The whole number of scholars six-teen thousand five hundred and nineteen (16519), with an average attendance of twelve thousand two hundred & seventy three (12273) _
