General,

I have the honor to address you in behalf of a plan to secure to the colored population of Savannah a fair and equitable plan of the benefits derived from a Hospital Foundation located and long established in our midst.  Enclosed please find copy from the city clerk's office of the act incorporating the Savh Poor House and Hospital. - Please note that any person white or colored may become a corporator or elector of a Board of Directors [[strikethrough]] at any time [[/strikethrough]] by paying the sum of $5.00 at any time preceding the first day of February in each year. -

I propose to you to enable one hundred colored men to subscribe to this Hospital Society on Saturday evening 27th inst. or Monday Feby 1st 69 let them vote a Board of one half colored men or altogether a white board friendly to their interests as a Director
