By direction of the Postmaster General the enclosed copy of an order, relative to franking official mail matter is herewith transmitted with the request that the names and signatures of the Chief Clerks attached to the respective Bureaux of your department may be furnished to the City Post Office for the guidance of the Postmaster and his clerks in carrying this arrangement into effect.
