General

We, the undersigned, loyal citizens of Louisville Ky respectfully bring under your notice the following matters.

Dr. Robert A. Dell, acting asst surgeon in charge of the hospital for refugees and freedmen in this city has for his constant associates men who are notorious rebels.

In February last Dr. Bell Knowingly permitted four men who had been in the rebel army and who were all still avowed rebels - to enter on duty in said hospital as medical cadets - receiving thereby quarters and rations and a medical education, from the Government; while many loyal men, who had perilled their lives for, and received honorable discharge from, the Government, would thankfully have filled the positions.  This enormity was reported to the chief medical officer for Kentucky, and the rebel cadets were at once replaced with union men.
