With the full knowledge consent and approval of Dr. Bell one Dr. Joseph W. Benson, a noted rebel, a bitter maligner of Secretary Stanton, a convicted Government swindler, and who asserted, very lately, that, if he had opportunity, he would oppose the U.S. Government again - was permitted to give Lectures in said hospital - while Union surgeons could barely obtain admission to visit the hospital, not to speak of obtaining facilities for studying disease or importing lore to their students or apprentices.

This scandal was communicated to the Chief Superintendent of the Bureau for Ky who promptly gave orders which remedied the scandal by the, discontinuance of Dr. Benson's Lecture.

We were in hopes that after the above checks, Dr. Bell would have amended his company, but instead thereof rebels are with him in daily visitation, and often in close consultation.

It is feared from late information, the obnoxity of further lectures by men of known hostility to the United States, will be again
