Returns his previous letter of June 29., & July 15.; states that the investigation ordered by the Commissioner of the Bureau as to the charges preferred against Dr Bell in them resulted only in his being requested to report on his own criminality: and declares that, "as no further action is deemed necessary" by the Commissioner, he and the other loyal gentlemen of Louisville will be obliged to take some other measures to protect the rights of Government patients, and the honor + reputation of the Union cause in that City.
