I have the honor today of receiving your endorsement of the 19th inst - and returning me the papers in the complaint against the Dr. Robert A. Bell, for grave malfeasance, as A A Surgeon in Charge of the hospital for Freedmen & refugees at this post. I re-enclose the whole papers.
I regret that your honor's instructions of the "5th July", do not appear, from these papers, to have been carried out. Not a shadow of an "investigation" was attempted to be made - farther than obtaining a statement from Dr. Bell - the very man whose character and conduct were and are put under question. In short the only satisfaction accorded to truth and justice in this matter, was that the alleged
