We the undersigned Actg Asst Surgeons Bureau R. F and A Lands on duty in the City of Louisville would respectfully invite your attention to the enclosed papers.
During the investigation of the Charges preferred against Dr R. A Bell by Dr Thos.J.Griffiths, E.D. Kennedy, James Bruce, et al. we did not desire to trouble you with testimonials as to our character and standing with the prominent and known Union men of this city, preferring to let the report of the investigating Officer speak for itself. but understanding that attempts are being made to injure our characters and standing with the Major General  Commissioner we have deemed it due to ourselves to forward the enclosed papers. We are authorized by Dr. T.S. Bell, one of the signers of the paper to refer you to Judge Advocate General Hall, for his status as a loyal man and a gentleman. Dr R. A. Bell desires respectfully to refer you as to his character and
