In the case of R.W. Roberts Bt Maj U.S.V. and Sub Ass't Com'r &c I have the honor in obedience to instructions contained in your Endorsement of June 21st 1867. to report as follows. 

Charge First. 
"That the said Bt Maj R W Roberts did unjustly and without cause, and in an unofficerlike and ungentlemanly manner, discharge or cause to be discharged James Bruce, Clerk in his Office, doing him thereby great injury."
