Taking the above in connection with the testimony of E. D. Kennedy, I have no doubt that every word of it is strictly true.

Lt. Brown 
Lieut A. Benson Brown, testified that Bruce did not keep the books of the office because he had no Experience in Military Book-Keeping and that he did not and would not trust Bruce to keep the Records of his office.

Lieut Levi F Burnett, A.A.A. Gen'l in office of Asst Com'r State of Kentucky testifies that Bruce was appointed upon the application of Lieut C.H. Frederick and that he Burnett called the attention of the Chief Sup't of the Bureau, shortly after, to the very inferior penmanship of Bruce, Said that he considered his writing a disgrace to the Bureau and that he was the poorist penman of all the clerks in the State, that he again called the attention of Gen'l Ely to the matter and suggested that Bt Maj R W Roberts be directed to Employ another clerk, and have Mr Bruce discharged for incompetency, and that Gen'l Ely instructed him to say to Maj Roberts.
