In answer to the question, did you consider these instructions to Maj. R in the light of a verbal order to discharge Bruce? says "I did, & it is my opinion if he has not done so, he would have been directed in writing to do so," (see Pp 12, Vol 2. L 2 to 5)

Concerning the reputation of E. D. Kennedy, Lt Burnett says, "at the Hd Qrs of the Asst Comm'r he is not considered reliable. We have cautioned the officers of the Bureau against trusting him, advised all not to employ him, did not think him much of a lawyer. He has the reputation of meddling with other people's business. Represented himself as the Att'y of the Bureau to procure business from discharged colored Soldiers. Have it from hearsay that he made the
