Bureau very unpopular by his maladministration while he was Sup't here, (Vol 2 Pp 13 L 1 to 18)

Gen'l John Ely testifies, that Bruce was employed upon written authority granted to Lt. Frederick. Gives the rules of the Bureau as to the Employment of Clks States that Bruce was utterly incompetent & that he ordered Roberts to discharge him. That Kennedy's version of the conversation which passed between himself & K— is false— Testifies as to Kennedy's Professional & personal reputation 

Special attention is invited to this Evidence — (See Vol 2 Pp 55 to 61) 

From all the above I conclude that Bruce was employed by Lt. Frederick on authority from the Ass't Comm'r, that Lt. F. violated the rules of the Bureau in Employing Bruce, that he was discharged by order of Gen'l Ely, because he was utterly incompetent. That E.D. Kennedy appears in his character of Atty and mischief maker & distinguishes himself by telling one falsehood in stating that he was intimate with Gen'l Whipple, (Gen'l Whipple authorizes me to say so) & swears to another in giving his version of the conversation with Gen'l Ely
