part of some one of the persons getting up and forwarding the petition, and although the names of many worthy citizens appear upon the said petition, this in my opinion should render it unworthy of notice. But setting aside the inherent weakness of these papers, I proceed to consider the charges preferred and the evidence adduced to support the same. 
The charges against Dr. R.A. Bell are as follows—Preferred by Dr T.J. Griffith and twenty five others.
First  That Dr. R.A. Bell AA Surgeon Bureau R.F. & A Lands. "In February last knowingly permitted four men who had been in the Rebel Army and who were all still avowed rebels, to enter on duty in said Hosp'l as Medical Cadets. The import of this charge is that Dr Bell appointed or cause to be appointed and was officially responsible for the appointment of these men. To substantiate this charge I find the following evidence.
