037 10th Second Charge Second It is charged "that with the full knowledge, and consent, and approval of Dr Bell, on Dr Joseph W. Benson, a noted Rebel, a bitter Maligner of Sec. Stanton a convicted Gov't swindler, and who asserted very lately, that if he had opportunity, he would oppose the U.S. Gov't. again, was permitted to give Lectures in said Hospital." I understand the above to mean that Dr R.A. Bell permitted or gave him permission or orders for said Dr Benson to lecture, and was responsible therefor. If the charge will not bear this construction, it is of no force whatever. To substantiate this charge the complainants adduce the following evidence. Jas Bruce James Bruce, testifies "that Dr Bell gave his countenance, and he supposed authority for Dr Benson to lecture (see Vol 1 Pg 10. L 28.) Dr T.J. Griffith Dr Thos J Griffith says "in fact the Rebels seemed to have full control. Dr Brown lectured at the Hosp'l with Dr Bells countenance. (See Vol 2 Pg 22. L 21.) Dr G.W.
