The charge together with the testimony of James Bruce requires special attention. He charged Dr Bell & certain officers et al. with drinking a very large amount of Gov't whisky. He neglects to mention himself. (Tho' he seems to have been a very prominent consumer) while he condemns the practice in no very moderate languages.

What caused James Bruce to prefer this charge ? In short his whisky rations had been stopped by the Surgeon, He says I went in to get a drink of whisky and Mr Cahill told me Dr Bell had ordered no more whisky to be given out from the testimony of Steward Cahill.
