The answer is contained in his own testimony, which is reducable to the following. James Bruce came into office Jan'y 15, 1867 and the consumption of whisky was stopped March 14" 1867, during this times he states that he drank frequently sometimes twice, and for two weeks he had it about five times, which so by this latter expression he means five times a week or five times a day for two weeks. I am not certain, it did not occur to me to ask him. however it is fair to suppose, that for forty three days, he drank once or twice per day, say at least sixty five times and for the remaining fountain days, either five times a week-that is few times or five times a day that in severely times, breaking by his own testimony a minimum of 75, and a maximum of 185 drinks. Now from Bruce's own testimony it appears that the officers did not drink more than six times, where then is this robbery of the Gov't and the disgrace to feed and pamper notorious rebels at the expense of the U.S?
