In the case of Thomas J. Griffith W.D. against Dr. R. A. Bell, A. A. Surgeon, Bureau R. F. & A. Lands, referred to me August 3d 1867 for investigation as directed by the Commissioner I have the honor to report:

On the 3d day of August 1867, I addressed Dr Griffith a note (Copy Enclosed marked "A") said Grifith made no written reply whatever. And no proper verbal reply thereto. And on the 8th day of August. I addressed hi, the following communication; Sir, I have the honor to state that on Aug 30 1867. I forwarded you a communications in the case of Dr R. A. Bell, requesting a list of all witnesses in the case & the residence of each. 

I have the honor to notify you that until said list is furnished to me in writing, the case will not be
