Fifth — That by consent of Dr. Bell a large amount of govt. whiskey was drank by Medical Cadets, Union officers and rebels —
Finding — That the witness Bruce was the chief consumer - by his own evidence to the extent of 135 drinks, that not much outside of this was drank. That Dr. Bell was not at the time in charge and that as soon as he took charge of the hospital he issued an order which stopped the improper use of liquor — Not sustained as against Dr. Bell

Sixth — That Dr. Bell unjustly aided Maj. Roberts in procuring Bruce's discharge from the Bureau —
Finding That Bruce was discharged by order of the Asst. Comr. (for bad penmanship and incompetency) and according to the testimony of Lieut Burnett AAAG. Dr Bell had nothing to do with it.

Charges against Maj. R.W. Roberts.
First. Discharging James Bruce, clerk, without cause, 
Finding — That Bruce was discharged (for poor penmanship &c) at the suggestion of Lieut Burnett A.A.A.G. office of Asst. Comr. and by order of Genl. Jno. Ely Chief Supt. Bureau R.F. &c.
